Pay a Fine / Fee

There are two ways to pay Library fines and fees.
In person - Pay by cash or check at any library location during regular library hours.
Online - Use your credit card or debit card to pay online through our SmartPAY system. Things you need to know:

  • Library Card number and pin are required to make a payment. Please Contact Us if forgot your library pin.
  • There is no service charge, but a minimum payment of $2 is required.
  • Visa, MasterCard and Discover credit cards are accepted. Debit cards must have a Visa or MasterCard logo.
  • Payments will be applied to your Library account immediately.
  • Credit card payments are not accepted in person or by phone.
  • No refunds can be made directly to your credit/debit card.
  • Payments will appear as SAN JOAQUIN VALLEY LIBRARY 559-600-6285 CA on your credit card statement.

Fines and Fees

Overdue Fines: $.25 per item, per day (maximum overdue fine is 1/3 cost of item)

Library Card: Free (1st time)

Library Card Replacement: $2.00 for adults; $1.00 for children

Lost Processing Fees:

DVDs, CDs, Hardcover Books, Book on Tape/CD: $4.00 plus cost of item
Magazines and Paperbacks: $2.00 plus cost of item

Test Monitoring: $10.00 per test, plus postage

Photocopies and/or Computer Prints: $.10 per black & white, $.50 per color

Telephone Call: $.10 per call, no long distance allowed

Lost Item Barcode: $1.00 plus any damages

Damaged Materials: Varies, up to full replacement cost; plus replacement processing fees

Cleaning Fee: $1 per item returned needing to be cleaned

Collections Fee: $10 for any account turned over to a collection agency

Pay online NOW

  • Payments may be accepted, if unable to be paid in full
  • Tulare Public Library will not accept payments if the account is in collections from another library
  • If a lost item is returned in which the patron has already paid in full or part, the patron will be refunded for the amount paid on the item. There will be no refund for lost processing fees
  • Credits may be left on account or patron may receive cash up to $40
  • For refund payments over $40, the patron will receive a check from the City of Tulare a staff member must submit a Patron Refund Form to the Library Director (payments may take up to 30 days to process)
